The 2010 School Library Partner Manual is available from the New York State Library Summer Reading website.http://www.nysl.nysed.gov/libdev/summer/facts.htm

Unfortunately, some browsers will not open the document directly from the webpage. We were unable to correct this problem and thus recommend  downloading the PDF to your computer and opening the downloaded version.

I have also attached the Manual to this e-mail.
